Chaim Herzog (the sixth President of Israel) in an interview to Kfar Chabad magazine, told a very telling story.In the mid-70's in Hebron there was a certain "incident of military significance" in which the Israeli Army reacted very vigorously. Arab states, of course, demanded discussion of the incident in the UN Security Council which was to take place after Simchat Torah.
